I am entering an online Street Fighter tourney tomorrow where the goal is to "cheat" as much as possible. I am going to intentionally make my network connection as terrible as I can. So far I am running a VPN in Russia, torrenting two Linux distros, and downloading a Steam game. Anyone have any other ideas on how to make this unbearable?
(I do not have a way to use WiFi on my PC, sadly!)

moderation policies
the sanctions for local users will be relative to the gravity of their infringements, varying from simply deleting the offending material, to warning the user through a three-strike system, to immediately banning the offending user.
