ok, I'm not an instance admin (I do have a ~2000 word note about hosting public facing services and have read a lot of blog posts, that's basically the same /sarcasm) but I feel like responding to "how can we make sure this blocklist is less susceptible to stealthy abuse by bad actors" with a snarky, dismissive reply suggesting anything is susceptible to that doesn't exactly inspire confidence if I were to start an instance and want to use it
(PS : i'm pretty sure if I hit three friends who would join i would actually start an instance, but i'm only at one so i'm safe for now)

@genevieve my take is that if you have £5 to spend on a micro mastodon instance and see what the tools are like to do the moderation.
I believe that it is better to start alone and have a feel for it, before you even commit to the whole bringing friends along.
The tools are quite bare and not really accessible, so I can see how people become quickly sarcastic.
Also you could give GoToSocial a try too.
@mxfraud yeah it is really something i've wanted to play around with, so ty for the advice on starting solo! I was already considering gotosocial last time I really researched this and looks like it's even better nowadays
and yeah, I could definitely see how people sour on the whole thing after the thankless work
