Countries with multiple types of first-level administrative divisions are funny.
You have simple stuff like Canada's provinces and territories or how most countries have carveouts for their capitals but then China/Russia/The US come into the room and ask you to differentiate between oblasts, krais, autonomous republics, provinces, states, incorporated territories, and on and on. Goes to show how complex organizing a country is when you scale up past, like, the size of Uruguay.

- keep things legal. this includes pirated content, since we want to keep a good relationship across fediverse servers. posting CSAM is strictly forbidden and will result in legal action.
moderation policies
the sanctions for local users will be relative to the gravity of their infringements, varying from simply deleting the offending material, to warning the user through a three-strike system, to immediately banning the offending user.
