I get that "these two dudes fixed a bridge when the GOVERNMENT couldn't!!" is a feel good story and all, but like, maybe there's a reason why you generally want trained, licensed professionals doing that, right? The effects of poorly maintained infrastructure are felt for decades so I can't fault local governments for wanting to get someone who knows what they're doing instead of two vigilantes with shovels.
